Dr. Kyung-Nam (Kevin) Shin is the Assistant Director-General and Head of the Investment and Policy Solutions Division (IPSD) at the Global Green Growth Institute (GGGI).
Dr. Shin has more than 30 years of international development experience throughout Asia, working with the Asian Development Bank (ADB), Ministry of Finance and Economy (MOFE) of the Republic of Korea, and Green Technology Center (GTC). As a senior staff member with the Asian Development Bank (ADB) for 15 years, Dr. Shin mobilised substantial amounts of financial resources from the public and private sectors and developed financing framework agreements with governments, multilateral and bilateral development banks, and international financing partners. He successfully processed several project loans in the areas of climate technology related infrastructure financing, public resource management, financial/fiscal management, and development planning and management in South Asian countries. Before joining ADB, Dr. Shin worked as a senior official at the MOFE of Korea for 13 years.
After his work at ADB, from January 1997 to May 2020, Dr. Shin worked as a Director-General at the GTC, a Korean government agency for the development of green and climate technology projects under the Ministry of Science and ICT. During his time at GTC, he developed multiple creative green growth, climate adaption, and low-carbon emission infrastructure projects in various areas, including renewable energy, low carbon transport, urban solid waste management, wastewater treatment, and carbon capture utilisation and storage in Asian and African countries. From July 2020 to April 2021, he worked as a Professor at Kyung Hee University.
Dr. Shin has received a Bachelor of Economics and a Master of Public Finance at the Seoul National University. He studied law at Columbia University School of Law and obtained a Juris Doctor. He is New York State Attorney at law and Korea Authorized Public Attorney (APA).
